As far as I know, as long as you have a fishing license, free for on land only, you can fish anywhere

Yes and you can wade out aways also.

You can go any where as long as you don't cross on to the Duke energy property.

Ive seen people fishing under the pier, and on the shore before you get to the pier. Not sure if thats allowed but ive seen plenty of people fishing in spots besides the pier.
