A lot of the time you are at least required to have them in the car, even if you never use them. Otherwise they may turn you back if it is actively snowing.
I would say yes. They use charcoal to treat the roads and we slipped and skidded. We requested chains for our rental and they forgot. Don't go without them ! My son lives there and the snow can drop fast at any moment!!!

Always smart to carry chains. Was just up during this last storm (March 1-3) and quite a few stuck/abandoned cars around town due to snow and ice. You don't want to be one of them.
