It's $10 entrance to Santa Fe Dam, then you have to buy a permit to use your kayak $7. Plus you will need a life jacket. You might be able to borrow one for free. If you get caught with either one they'll make you get out and buy or leave.
Would a small personal sailboat be allowed? Like a Snark Sunflower? It's about as big as a fat kayak, fits on the roof of a car.
I believe you can carry as long as you have all your safety equipment such as life jackets
