No, the people who build and maintain that garden put a lot of hours into making beautiful, and it would be quite a shame to see them all picked to nothingness.

There's no one to stop you, but you probably shouldn't. Each rose bush has its own name and lineage, and produces only a handful of flowers each.
Officially...No you are not allowed to pick the flowers but, who's to say if some were to be liberated in or around the witching hour... I can tell you that there is definantly no groundskeeper from midnight to 8am... Ive picked already open ones and ones that have almost completed there bloom... Which i think is the equivalent to picking up fruit off the ground that fell from the tree.... I would just get like 1 or 2... It's not quite as crazy as helping yourself to two dozen or something...
