Yes you can buy food at a snack bar staffed by volunteers. It's right on the beach at the historic village. I was there on a Saturday in August 2018, and the snack bar was open until about 6 .
No grocery store there is a place at China camp beach but it's only open on weekends

No, but there's a great market called Andy's at the marina. Plenty of picnic spots once you have your food.
