Can a 21 yr old stay there and go to college his mother is a crack addict and father ex alcohol they don’t get along where he’s staying everyone smoking marijuana and he has a drinking problem but wants to stop

So a 21 year old who wants to get out of an unhealthy dangerous situation, and go to college and better himself, is not welcome here. I was looking at charities I wanted to shine a light on and start a charity for and this and even though everything else looked good this answer really turned me off. I would like you to explain in more detail why you would deny someone like this
