Not sure what you mean by commercial invoice. If it's an invoice for the shipment you're sending to a customer, I would either email or mail the correct one to them. If you need to contact ups, I would call them.
I've never heard of that problem before and I'm not sure how to fix it but I would suggest you go online to ups.com and open up your customer account and then go to your ship it shipment that you have in process right now and enter special instructions
