Even with a membership, you're not allowed to stay in the "resort" for longer than 21 days. I stay here pretty much full-time. I haven't noticed any sketchy people that "roam around at night", but it is a very big place, so it is possible. Ultimately, I think that it depends on why you're asking. I'm a full-time RVer and so although Soledad Canyon (where I usually stay) is not perfect, but it is adequate. Ask about options other than memberships. I didn't know of other options they offered until I'd already joined.
I highly suggest not going there due to the staff and electrical issues they refuse to fix, not to mention crackheads from LA roaming around at night. It's very unsecure and has a lot of issues with many different things. To live there you would need a membership that allows you to stay without having to leave for 7 days. These can be found online for sale or you can buy one from them for about $12,000. I suggest looking for other options.
