Not well kept the windows r not properly insulated and they get mold and the buildings r really old.
They do not cover any utilities, more like rip you off for them, and the grounds are not well kept, skunks everywhere morning and night. Crows pooping all over morning and evening, dog poop everywhere. Place is run down. And in skunk alley the office staff say....
They pay for everything except electricity, cable, internet.. then they charge you for the cost on the first of each month. So yes they pay for them, but no they are not free. The grounds are fairly well kept considering what they have to contend with..
No you pay utilities. Pretty well kept
