In order to get the OCSD CCW, you will need to be in possession of a firearm that's registered to you. The FSC is for those who are purchasing a home firearm in the State of California, so for you, it may sound as though you'll need to get the FSC first, make a purchase, and then take the CCW course with your firearm.
