The cops have no authority over aircraft in the air. You can call the FAA FSDO office in Van Nuys, and they will tell you that the pilot (and many others) are expected to do aerobatics there because that's where the FAA placed the aerobatic "box." Pilots who want to do aerobatics are supposed to do them in the box. Call all you want, but it's not going to change anything. The aerobatic box extends the width of the valley from the east end of Santa Paula to east of Filmore and from 1500 feet to 5000 feet. It has been there for decades. It is used by pilots from not only Santa Paula, but also Camarillo, Van Nuys, Whiteman and other airports. Some of your neighbors in the same development actually enjoy these impromptu air shows, normally conducted by pilots training for actual airshows around the country and the world.
It seems that you are totally unaware that there is a specific block of airspace over Fillmore that is designated as an "Aerobatic Box" and that is where pilots go to train and practice aerobatics. The box extends from 1,500ft above ground to an altitude of 5,500ft MSL east all the way to Magic Mountain. Only pilots and airplanes specifically authorized by, and adhearing to, the provisions of a waiver issued by the Van Nuys Flight Standards District Office may perform aerobatics legally in the area.
