Yes ...totally wheelchair friendly. It does get a bit wet and muddy due to rains. They also have a train which you can pay for and it takes you around the park.

Yes, it is not paved, but it is flat and fairly hard packed. If it is dry it should be pretty easy to push a wheelchair around the loop. Wet and muddy will be a bit harder but still manageable with the right person pushing. You can also get a good taste of the park by just entering into the loop and going a little ways and coming back out. The steam train at Roaring Camp is also a great way to see the redwoods and it is wheelchair accessible.
