Yes, if you go to the far end, there's an access road (used by bands and such for their performances). Not sure about parking at that end though.
There is a path from Mobil, not sure it would be good for a wheelchair and I don't think you can leave your car parked there. I think behind the courthouse is a way to drive closer but I've never done it before.
