I've been standing in line before where they say they just need a bill of sale to get yearly pass. I got a bike from a dealership so I didnt have to worry about it.
I cant say for sure yes or no, and it will probably depend on what ranger you talk to, but I have gotten bikes stickered with a BoS before but it was an official one from a dealership on a new bike, the general policy however is to provide a title with your name on it, hope that helps
