I think the Humane Society is just for wellness, vaccines, medications and neuter/spay. I would try taking the collar off to see if it clears up. Then find a vet that you like for illness and possible emergencies in the future.

I would call them first but I think just taking him to a vet stop using the collars go to two drops instead
