No, unfortunately, they're not. Although they're doing a pretty good job, sadly, they're not there yet. HSSV in Milpitas is a no-kill facility.

Mostly Sadly, my understanding that some animals like bunnies are put down if no one adopts them after a year. For a large, government run shelter, it does a very good job.

Yes as far as I know they only adopt unless the animal is very sick and they can't save it
