Is the river still open even if its not summer ? like is going in November okay?

Yes, time of year doesn't matter since the river itself isn't open for water activities anyway.

You can only see the the river as a stream here at this location. You need to go up more for a river like experience still small though. But people swim n bbq. Stays open all year. Its actually a small sitting area with a fire road.
