Many homeless have pets to keep them company and to hold off depression. These people of course will not leave there animals so they will exclude themselves from such places. So my question is Are these k9 and or feline companies allowed?

No. Men's facility cannot accommodate "companion animals" NOR very formally designated SERVICE animals (typically dogs).
