Is ice harbor dam open for tours during the winter? The website seemed to indicate no, but the hours of operation are current, so I'm confused whether there are winter tours or not.

There is no tour during winter. The volunteer staff leaves around the end of September.

I don't think there are public tours in the winner. I talked with the visitor center's staff in late summer, and it sounded like the tours would end at the end of October.
