Prospect Lake itself is not privately owned. Prospect Lake Park is privately owned. It is a campground on the lake. If you can find public boat launching or possibly pay Prospect Lake Park a small fee to use it's water access I suppose you can kayak to your heart's content. The lake is beautiful the water is clear Plenty of Fish to catch
