Not sure if they have special programs, however, they offer low-cost vaccinations and don't try to sell you anything your animal won't need, providing an estimate up front. Can't say enough about this organization, they are genuinely interested in helping the animal and not their bottom line.
They have grants to help people in certain incomes with specific help. Plus over 62, there is financial help too. You need to apply.
Yes they do plus I don't think they're very expensive anyway they tend to help everybody
