Yes, but depending where you camp at they will probably get dirty. The lower section is mostly dirt.
Yes they are pet friendly, however in any remote area like this (and in some neighborhoods in the surrounding areas there are coyotes) coyotes are farrell so you do need to watch your dog at all times (don't tie the dog to a tree without you there)... but Vail Lakes is definitely pet friendly just be aware of your surroundings pertaining to the wildlife)...
