I would book an appt n just get there 15 mins early.. I booked an appt. for my sticker n they gave me N estimate time of 45mins to an 1hr n it was exactly that.
No, though you want to get there around 7:30. A line forms and regardless if you have an appointment you could have to wait if others are there early. I have made appointments in the past and didn't get priority treatment.
