There are a number of rice and rice noodle dishes that I would guess to be gluten free. My son is gluten intolerant and eats the pho without problems. I can't speak for celiac level of allergy though.
They have some gluten free menu options. Some of the noodle dishes can be made without sugar in the sauce, but not all.
