Only if the pet has a service dog. Its different from a emotional.
And they are approved. And you actually take care of your service animal and dont walk it where people walk. No one wants to know that they are stepping on dog pee and the remains of excrement cause some pet owners are simply too lazy to walk them out the fence. j/s
