You can pay, but can't get tags until it passes smog . You might be better off registering as non-operating so it's legal then you can take your time with the smog .When it's done you can go in and update the registration to running and legal .
Yes u can pay your registration, but you wont receive your tags until your snag is done and on file with DMV. And you must be a AAA member to do it there. Hope this helps.
If you don't havs a smog certificate or certification You pay a much smaller fee but you get NO tags... until you can pass for a smog certificate... Mine are due this tomorrow but is still at the shop... until it passes then You can get a special permit to move to smog center to pass, then once it does then drive to DMV.. bad da bing... tags be handed to You! So... Yes you can pay a non registration fee but that is later reduced from your yearly license fee so when it does pass all You do is pay the rest off & then You get your tags.
