As far as I know they do have some picnic areas. I do not believe briquettes are allowed but a propane stove should be ok I believe. As long as you can immediately extinguish the fire it should be ok.
It shouldn't be a problem. I was a volunteer on park patrol team for 3 years and am not aware of any rules against it.
It is only a day use park, but I think you might be able to have stoves.
Bring a thermos of hot coffee is the simplest way.
I really really doubt any Ranger there is going to give you a hard time for making a cup of coffee at a picnic area.

They have bbqs and I have seen no signs that say they are not allowes
As far i know, there is only one area where people have bbq. i would ask the city of salem park service for a solid 100% answer

I wasn't going to camp there. I just wanted to find a place where I can make a cup of coffee when I eat lunch.
