No you can not. When I was there last, someone tried to drop off a cat but they could not take it so instead they gave them some suggestions on where to go in the area.
Google animal control or shelters for your area. Depending on where you live is where you can take strays. I know there is an animal control right around the corner from the humane society.. just behind target.
