Yes it is open but a very long wait right now. I would recommend going in with an appointment only, or doing it online or through the mail, or online.
Check https://www.dmv.ca.gov/portal/news-and-media/select-dmv-field-offices-reopen-to-public-2/ for the latest info. On May 7th, only selected 25 DMV offices were open to the public.
Yes. But they're only allowing a certqin amount of people at a time making for a long line outside.
