Yeah you can. 9.9hp and under only at these lakes. Just take key out and if ya have one prop cover that shows its disengaged. But not needed. Just keep gas trimmed up. 9.9 and under run on both lakes there. Look at pics. They show gas engines in water and being ran.
Yes, some directions are on line, I think you have to remove the gas can if you can or disconnect the gas line to the motor
