No. There's a sign near the entry advising you of no plant/tree etc " sampling" to take home... Also, FYI, unfortunately Dogs are Not allowed.
No....it's for the public to enjoy...but I do suggest if you see the landscapers trimming the plants is to perhaps ask for a clipping.

No. They used to have plant sales event for the public mid april annually. This year they switched to members and their friends only. The sale event was on April 6th this year.
