I don't believe so. Much of the building is open to the outside though and it's near the water so it wasn't warm in there at all, but it was also low 70s that day.
Yes it does, very fresh breeze.
The only area in the museum with AC is the sketch aquarium on the bottom floor. It's a great space to cool down. Dress accordingly on the hot days and bring water. All other exhibits provide ample shade and air flow. No AC, no problem. 😉
