Yes, as everyone else said, its totally free, even the parking is free. I just want to add that you are allowed to take all the pictures you want (also for free). The signs that you see prohibiting photography without a permit is only for "professional photographers."
Yes it's free to tour outside of Mansion. There are tours once month but sell out quickly. Best way to see inside is to attend event or see play they do once year. For more info visit their website.
