Not sure about that. It's considered a public park, so if they are closed reasonable to assume you can't jump a fence or enter. Check their website for details
They actually close the gates when the park closes so it's not really accessible after unless you're inside and they're being slow to close up or something.
You need permission to take pictures or film inside.
