There is no fee. Courtesy trash bags are provided everywhere to clean up messes. Some people come with led dog collars/ harnesses to allow their furbabies some extra play time.
Free to anyone to use but is considered closed as soon as the sun is down

No. It's is free to the public, even if you are not part of the community paying the HOA fees.
