The neighborhood have problems with parking, since it is the El Camino college area .The swapmeet did this to help reducing parking problems.
You have to either catch there bus from El Camino parking lot or drive in, you can't just park on the street and walk to the paying booth well you can if there workers don't see you.
It means You can not walk in, have to go through the "proper process". A term usually use for doctors visit.
