Recycle Techs will gladly sell you a computer without a Windows license.
Linux OSs are generally free. They can help you find a decent machine to run whatever distribution of Linux as well as install it. Since Linux is lighter than Windows, you don't have to purchase as powerful of a machine. Hope this helps!
