Is there a place to lock a bike to other than two bike stanchions or wiggling a u lock up into the bars of the trashcans? This is a pretty large facility and I imagine more than four bikes might be expected, no?

Yes, there are racks on the front and side of the building. There are also racks across the street...plenty of racks
