Can you swim or walk up to the waterfalls without getting asked to leave?

I know you can't walk in the stream heading to the waterfalls. I was there 3 weeks ago and the trail heading to the waterfalls was closed so we decided to walk in the stream and a park ranger said we could not walk in the stream. I know the pool is open now but not sure about the trail.

Your not allowed to actually go into the gorge water along the trails. There are park police that will tell you to get out of the water. Last week the gorge trail was closed with an unknown date of reopening.
