I agree with Kevin. HVAC contractors don't always size the equipment to operate correctly on peak days. Since many construction projects are let to the lowest bidder, the HVAC systems typically don't cool correctly on very hot days. It takes more capacity and more energy to expel heat from a building on a very hot day. Best if you go back when the outdoor air temperature is in the 80's and evaluate again. I recently ate breakfast at this restaurant and the room temperature was comfortable.
Honestly, many restaurants and stores suffered from extensive heat. Air conditioning could not keep up... you were in the same boat with all!
