They are only open to answer questions. No one is allowed inside the building so they have a setup outside to answer questions or give applications. I would suggest going early.
Office are closed. You can call them and drop off papers in the group box outside. They dud have a sign outside that said for specific reasons they will be open from 8-10 am daily. But I would call first to see if you situation qualifies for it
