It's rather iffy, they provide services, to help end homelessness, but I can't say I know two people who were aided in finding suitable housing. The area itself should be nuked and dozed, but going from point A to point B, taking care of the necessary business it'll be a short stay.
Not unless you want to live on skid row the Bell Shelter ran by the salvation army is much better
