Yes, but I would advise taking paperwork authorizing the dog as a support animal and have them wear the appropriately labeled harness. The dog should remain on the leash at all times and of course pick up after them.
Service Animals (dogs and mini-horses only) as defined under the Americans with Disabilities Act are are allowed in almost all public places. Emotional Support Animals are not the same as Service Animals. Public places are NOT required to allow them on the premises.
