To the best of my knowledge no reservations needed. However if it's a beautiful day everyone and the mother will be there so plan ahead, scout the area and set up early.
to be clear - there are picnic areas that you can reserve; it's otherwise first-come, first-served for areas. so, if you're planning to have a bouncy house or something, you should get there early.
Not at all, unless you were looking to close the park for yourself. However, I believe the likelihood of it being closed just for your party is slim. Now if you're wondering you could have a birthday party there in general? Yes you can, the park is open to all. Just be sure to clean up after yourselves
Is there Open during quarantine? Late agust?
There is pretty much only one area on the NE side that has proper picnic tables next to a little creek. I would claim it early.

I think the picnic benches in the redwoods for sure. Just look up park and rec website and see what you can reserve. Also, Live Oak also has BBQs and picnic benches...and playground
