No, totally separate area from Disneyland and California Adventure. Anyone can go anytime and it's generally open later than both parks. It does have it's own parking area, and costs $10 for 3 hours provided you get your parking ticket validated with a minimum purchase.

you dont need a ticket to get into downtown disney. you will need to pass through security, so leave anything that could get you in trouble behind. you will still need tickets to get into disneyland or california adventure, but no tickets are needed to get into downtown disney.

For Downtown Disney no. You will go through a security check point and walk between the entrances of DL and CA but you do not need an actual ticket to dine in Downtown Disney

No and reservations are NOT needed to visit Downtown Disney. It is a outdoor shopping center. You need reservations for certain restaurants though. You only need a park reservation if you plan to go inside the park. The first hour of parking costs $10. Validations apply after the first hour of paid parking.  Enjoy an additional 3 hours of same-day parking with a $20-minimum purchase and validation from any Downtown Disney location—or up to 5 additional hours of same-day parking with validation from any Downtown Disney table-service restaurant. Beyond these validations, each additional hour costs $14, charged in 30-minute increments, with a minimum $7. The maximum daily parking and lost ticket fee is $66. Parking is subject to capacity.  Please note that restaurants and lounges within Disneyland Resort hotels do not validate for Downtown Disney District parking areas.

Downtown Disney is not a restaurant but a shopping and dining area. There are many restaurants in this area. You do not need to have admission to Disneyland to get into Downtown Disney.
