I paid for 3 day delivery and it took 8 days...missing Christmas for my grand daughter in Colorado, I want a refund of the difference between 3 day and regular ground mail...who do I need to address for this situation?

Keep all your receipts,,go to your local USPS Office and ask to speak with the Postmaster.

I'm not certain so I can only recommend that you go to the post office and ask an employee there what recourse you have.
