Yes you can take your kayak out on lake. My mom does it all the time. There is a walkway that goes out over the water not far past the tank on back side of lake. Would call them to see if any permits are necessary.
I haven't seen anyone lately with one. I believe you can though.

No. They rent boats you can take out but only if they have cleaned the water
