I talked to a ranger and it has opened. For any commercial filming you need to get a permit from the park service. I would call the Santa Monica Park Service and ask. If there are no rangers the day of filming you probably can film and no-one will stop you. But if a ranger happens to be there tha day of your filming ,he might shut you down or fine you.
Film friendly it is, because you can do it and nobody is going to stop you.
Who is going to stop you? Last time I was there they had the entrance closed down. The place still has not really recovered from the fire. We climbed around the fence and walked up the road. There is one part that is still nice could you have to kind of sneak off the main path and cross the stream to find it.
