Yiu just have to follow the little road up and turn slight right. Then you will see cars parked. Careful though, its really hard to find a spot sometimes, its a pooular place to hike!
There is a free public parking lot adjacent from PCH that you can park in. Then you can decide which hike you want to go on through Rocky mountain trails or The walking paths through the empty remains of the old burned down houses.
