There are a lot of dogs with NO leash at the McCarthy park every day. Where can I make a complaint because the animal shelter of Upland doesn't care about this issue

Contact the city. The shelter is not able to enforce nor is it authorized to enforce city ordinances.

When you see any situation that requires Animal Control response, please call 909-931-4185 option 2 which will connect you to police dispatch. If an Animal Control Officer is not available, they should dispatch a Police Officer. If you still aren't getting the response you want, ask for the Watch Commander.
